Saying that 0.0 is supposed to be cold and hard while at the same time knowing fully well that a cloaked red in hostile territory is 100% safe is laughable. The cloaker took his risk travelling into system, sitting there cloaked is his reward.
Now if we did get rid of local in 0.0 then the cloaker is either going to be near a 'useful' celestial to get a kill or is going to uncloak to gather intel; both options suggest to me that there would be a counter... so lets get rid of local.

What about the players who risked everything to travel to the system, to build infrastructure in the system, and to defend the system? It seems that having AFK cloakers is thier punishment for putting for 100 times more effort than the cloaker.
Oh, and local is 100% equality defined. Everyone can use it to the same effect. There is no bias there. To remove local without supplanting it with a useful intelligence gather mechanism *that does require 10 clicks per minute* would only serve to really kill any 0.0 industry.
The cloakers job at getting into system is as difficult as you make it... if you don't want to defend your turf then somebody will take your nice toys away from you.
It seems that local is actually more useful for the cloaker, as it will tell them when the best time to make their move is without the need to uncloak.
I have no problem with the idea of an infrastructure upgrade that gives a list of uncloaked people in system that is only useable by the system owner.

He'll pick off targets of his own ALWAYS HAVING THE ADVANTAGE TO ENGAGE OR NOT. ALWAYS BEING SAFE. The cloaker DECIDES 100% WHAT, WHEN, WHERE, WHO, WHAT. ALWAYS. The cloaker has absolutely NO RISK to himself. PERIOD.
You do realise it is the mechanic of local that allows the cloaker to choose when to make a safe attack, don't you?

Yes, because cloakers have always be at their screens 24/7. You didn't know? This is a pointless conversation when you don't even understand what the argument is about (or pretending you don't know).

I'm glad we are all happy that AFK cloakers are not the problem.
So there has to be a hard limit on how long somebody is able to cloak in a system (apart from downtime); that limit must be decided by ammunition...
Once they run out they will have to leave the system for more supplies (oh god nerf Amarr they have drone cloaky ships that you can fit laz0rs to).

I know verywell they are metagaming or as u put it "fight to disrupt morale" . That`s still broken. Why? because there is no ****in counter to it . No "beeing ready" doesnt count . You still have to explain to me HOW someone is suposed to fight a cloaker . If your answer is still "ignore him"
I`ll repeat : you make an argument that can be used then to ask for any other form of "instant invulnerability" . Tell me , would you be so eager to defend , say , the future implementation of unprobable missions in order to counter cloakers? Of "instanced belts" maybe? In essence they are the same thing : A form of taking an action that may affect others in some way without giving the "others" any mean of countering your action except "beeing ready" for you
Dont preach to me about morale warfare and crap like that , know what? atm one of my alts is on his way to cloak in an enemy upgraded plexing system. Why? cause probably i wont be playing much eve this christmas , and i definately wont have any use for my industry/probing alt...but doesnt cost me anything to let EvE on and even launch combat probes out whenever i`m at the pc for a minute or two.
Now if i can get 4-5 more "afk alts" in there with me to do the same , is your educated opinion that we`ll distrupt the enemy `s PvE at least to some extent? What can they do about it? nix/crap/nada . They can ignore me , yeah , after all i`m afk (if i`m alt-tabed playing my main does it count as afk cloaking?) , but i can brobe missioners if/when some friendly roaming gang comes by
The cloaker has to first get into your system, if you can't secure your borders then that's your problem.
A cloaker is only scary if you aren't organised, face it you could rat/mission/plex is groups with pvp fits - shame you don't want to cut down your income.

why would i bother with 0.0 then if i`m to cut my income to 1/2 of what i can semiafk in l4 in empire?

So you are not willing to take precautions against the ebil cloakers, you're now running to CCP to see if you can get it nerfed because you can't take the pressure and potential isk reduction.
btw, your certainly belong in 0.0, because if you weren't the cloakers would die off due to a lack of prey.
